POLICE AGAINST POLICE
In December 1995, in all regions of Russia, KPOs were established - control and prophylactic departments to oversee the activities of the traffic police.
Over the past year, 445 KPO employees conducted 11, 584 inspections in eighty regions of the Russian Federation. At the same time, 6220 violations were revealed, 5348 traffic police officers were brought to disciplinary action, 690 people were forced to leave its ranks. Naturally, the lion's share - 63% of violations occurred in units of the road service, which are in direct contact with drivers on the roads (traffic police accounts for 75% of the total number of traffic police). The remaining numbers are more modest: 11% of violations were found in the REO, 6% in the automotive inspection, 8.5% in the divisions that carry out administrative practice, 7% in other traffic police departments, 4% in the police departments. Is it a lot or a little?
I am participating in a secret operation
Checks are both open and unofficial. Naturally, I choose the latter and, together with a group of officers from the KPO, go to Zelenograd. True, they immediately warned me: “You will not see anything spectacular - chases, shootings, delays with wringing your hands. We have another job. ”
We meet early in the morning. We remove the numbers of the Ministry of Internal Affairs from the cars, we don’t put the others: we will not pay attention to cars without license plates on the site near the REO. It is clear that I cannot name all the participants in civilian clothes, their names and titles. Such is their service …
“Work on Zelenograd” began before reaching the city, at the Panfilovsky picket post. There, two traffic police officers, not at all embarrassed by prying eyes, stopped the fuel truck and … handed the driver an empty canister. He chose not to quarrel with people in uniform and poured 20 liters of gasoline …
We come to REO to the opening itself and with a crowd of motorists we enter the room. KPO employees are interested in receiving documents, especially in passing exams. A talkative girl in line shares the "rules" of the game here: "If you want to pass it securely, pay a hundred bucks." “Yes, ” the KPO officer whom I accompany tells me, “they take it - it's a fact, but it’s almost impossible to prove. The money is given to the instructors of the driving school, and then they hand it over to the employees of the REO. But he’s not caught red-handed, which means he’s not a thief. ”
But the group of KPO officers, which is located next to the instrumental control station, has a rich catch today. They record data on all cars: number, brand, when they arrived and left. Of particular interest are car owners, who, without having to drive a car for inspection, simply go into the room with documents in their hands and soon get out with happy faces. My current colleagues fix their cars separately.
On one of the vehicles, an expert at the instrumental control station discovered broken numbers. The owner of the car, this, apparently, was not very upset - he turns to the traffic police officer, whom, apparently, has long been familiar with. The captain leaves for the REO building, but returns, spreading his hands. Say, today it was not possible to "resolve the issue." Then, in violation of all instructions, lets go of the “singed” car. A new entry appears in the notebook of the reviewers. On a bad day, apparently, a friend drove to the traffic cop …
For tomorrow, KPO employees come to REO, having officially introduced themselves, and the verification of documents begins. Here, all inconsistencies of the records of the previous day are revealed. They draw up a report, take explanations from the traffic police, and what will happen next will be decided by an internal audit. Or an investigation …
I ask one of the KPO officers:
- There is no heavy draft left after such work?
- Of course, this is not a pleasant business. But what can you do, for this, the organs are created.
The control and preventive departments are not vested with the right to operational-search activity: this is the prerogative of the criminal police. But it happens, and often when they discover illegal actions of employees that can be qualified as crimes. Then other services are connected to the investigation: the department of internal security of the Ministry of Internal Affairs, departments for combating economic crimes, criminal investigation, economic units of the FSB. Together, recently in the Ivanovo region an officer was detained, who registered the stolen vehicles. Unfortunately, there are a lot of such examples. KPO’s field of vision includes not only traffic police officers, but also other police services that trade in unlawful extortions on the road: drivers badly distinguish traffic police officers from other police officers and often “unfasten” their money. Most often this happens on federal highways. By the way, a lot of useful information comes from truckers. They are well aware of all the posts on the track, they even know the names and titles of the senior shift. At the parking lots of "heavy trucks" drivers willingly share information with KPO officers, fill out questionnaires. It is interesting that in the column “wishes”, along with the items “reduce the number of posts”, “strengthen control”, they often write: “increase the salary of traffic police officers”.
The helpline does not go unnoticed. But it is not so simple. Sometimes you don’t understand whether there was really a violation or a "well-wisher" trying to take revenge on a demanding traffic police officer. But they check all signals, more often - by an unofficial way, so that in case of which they do not cast a shadow of suspicion on an honest police officer.
