Moreover, Pskov is the first in the country in terms of the number of injured per 100 thousand inhabitants: 376.6 (with an average of 195.8 in Russia). And the third in the number of accidents per 10 thousand cars: 81.5 (on average in the Russian Federation - 45.1). According to the chairman of the regional committee on transport and communications Igor Silchenkov, the main thing in the problem of high accident rate is the lack of an organization that would be responsible for traffic safety. After all, the traffic police only watches what is happening and, to the best of their ability, captures events.

Say, in Pskov there are a lot of pedestrian crossings on the roads; most of them are unregulated. Arrange such transitions often at the request of residents; We are not talking about any planning for traffic flows: there is no one to do this in the city. It is good that the number of arrivals on foot has decreased, but the number of hits on car bumpers before crossings has increased.

In 2006–2012, the federals issued Pskov 487 million rubles for safe driving, while the region threw another 152 million rubles. What have they become? The official answered, to put it mildly, evasively: "You understand, these funds do not have one specific recipient, they spread in thin streams of ten agencies." A road safety commission meets several times a year to decide what needs to be done first. But this commission, and therefore all its decisions, has no legal status. That is, her recommendations can be implemented, but you can forget. In a word, there is no responsibility.

For example, last year the regional traffic police received 2.5 million rubles from the regional budget within the framework of the Federal Target Program for Road Safety; 500 thousand went for propaganda of traffic safety, for 577 thousand bought a computer class for examinations, for 250 thousand - software, for 1 million rubles - cars (VAZ-2107!). Fifty thousand have been spent on supporting the website.

Let's go back two paragraphs: it was 639 million rubles! That is, only within the framework of the federal target program and only for one, not the largest, region should have allocated more than 100 million rubles a year! Where did you spend this money?

But besides the targeted funds of the federal target program, each of the organizations has budgets tied to the security problem, and these are road workers, policemen, doctors, rescuers, communal services, etc. They are used up, apparently … But what?

In Pskov comes to funny things, not at all funny. Last year, they decided to illuminate sections of federal highways (four were laid through the Pskov region) where they go through settlements. Lighting masts were installed, but electricity was not connected. Apparently, the money needed for this was entangled in the cunning schemes of financial flows of the traffic safety program … Of course, there will be light, but when?

Another example of a “successful” leadership: the region is ready to help the provincial capital with money in the construction of a pedestrian crossing. But in order to open financing, design estimates are needed, which the city must pay for itself. And there is not a single line in the budget for this.


The last point of my program is the regional traffic police. It is interesting to listen to the version of people in uniform about the causes of high accident rate.

Answers and decisions are touched by their simplicity and military straightforwardness. The head of the Department of the Ministry of Internal Affairs in the Pskov Region, Boris Govorun, decided that the local traffic police officials were to blame for the increase in accidents. Therefore, he took off all the chiefs of the traffic police of the city and region. What do you think will help?
